a) I do agree with Muna's action. She is the owner of the enterprise and it is her responsibility to keep her manpower motivated. The personal problems of the employees may also adversely affect the work environment. Muna is currently working as the HR supervisor, so it is her responsibility to efficiently manage her human resource. Thus, her action to set-up EAP is absolutely correct.
b) Management's agreement in managing the troubled employees will help the employees getting their personal problems solved which will positively affect the work environment. EAP will help the employees making stress free which will increase their efficiency and productivity. But it will also incur a cost to the enterprise because EAP is based on outside counselors that charge huge costs for conducting such programs
c) Being Muna, I will utilize the best of my skills to set-up EAP within three months. Setting-up EAP firstly requires contacting the outside counselors that provide such services, so I will contact the counselors that provide the best services at a reasonable cost. Thereafter, I will encourage my employees to participate in EAP. Once, the EAP is conducted successfully, I will measure its impact on employees' productivity and behavior based on the previous and modified performance.
