What does steady-state mRNA mean?
We assume that the change of mRNA level (dR/dt) depends linearly on mRNA synthesis and degradation,
dR/dt = txj[DNA] - dj[RNAj]
where [RNAj] is the concentration RNA for gene j, is constant [DNA] and ([DNA]=1), txj is the rate of transcription, and dj is the rate of degradation gene j. For example, the assume initially the rate of degradation be constant, the meaning of independent gene j. For results the steady state where dR/dt=0, the concentration of RNA gene j is proportional to the transcription and to the degradation rates of gene j.
