Answer :- When the data is qualitative and we talk about the most frequent category.
We write the summary of when to use the mode, median and mean using following table

and we used the median if given data is skewed.

Answer :- We used the mean if given data is not skewed.

4) When the data has extreme values
Answer :- If the data has extreme values then median is used.
If the data being analyzed is qualitative, then the only measure of central tendency that can be reported is the mode. However, if the data is quantitative in nature (ordinal or interval/ratio) then the mode, median, or mean can be used to describe the data.
