Answer: Some of the reasons Medicaid managed care is more complex than developing private sector managed care programs and has led to more specialized firms dominating this market as in the case of the Medicaiy plans which directly concern with the complex social cases as well as the need of the medical services and some of the requirements which are rarely found in person who are insured privately.

The another reason is that the Medicaid lacks the financial resources which is required for prevention of course payments. The government agencies have more public transparency as well as few options or flexibility mainly in the case of the decision making terms. The payment rate is low and there are low flexibility in the policies increases the risk of negative outcome towards the Medicaid. The accessibility to the most of the areas are not available. This is also one of the reason that have negative impact on Medicaid.
