Why would an individual with hypothryoidism have a goiter?
a. TRH stimulates the growth of the thyroid gland

An individual with hypothyroidism have a goitre because, In hypothyroidism, the amount of thyroxine produces decreases but the body needs thyroxine.
So, the neuron sends the signal to the organ to produce hormone due to which the size of the gland increases because it tries to produce more T3 and T4 even though it is not producing it.
In simple words, we can say that to compensate for the demand of the thyroxine, the size of the gland increases.
