Expert Solution

The book by Varian and Bergstrom, Workouts in Intermediate Microeconomics and similar many books which have a few examples for that purpose and rest is left to you to think, to search, to discuss. There are many online forums where you can find people discuss questions and hence it is the discussion for which the solutions are not provided.
Because the solution will constraint your mind to a single direction while a discussion may help you find a dozen ways to the same problem and you may pick up the most innovating one hence enhancing your learning.

An inability to confidently answer the questions in a textbook in general is an indication of not having mastered the material. If you are not 100% confident that you are solving the problems correctly, go back and read the material again. You will not be able to use the skills in research unless you know the material without an answer key.

Also, there could be another reason that no academician has not tried to release a solution manual for this book. Also generally researchers don't have the solution for the questions they make as they try to promote research-based learning, in which students can learn by their own mistakes rather than looking back to answers but to try to look out for the answers by trying again and again.
