Key players in a rolling budget:

1. The hospital administrator & finance officers plays a key role in the budgeting.

Roles:

1. They prepare the assumptions in statistical form, what kind of services they are going to provide & what expectation they have about the services

2. They have to prepare a plans of the hospital activities, e.g. Hospital working patient days for outpatient services, specialties which are hospital going to provide, number of procedures for the different departments like Laboratory, radiology, physiotherapy, operation theatre, OPD procedures etc.

3. They also plan to forecasts in the view of new developments in hospital services which can able to affect the hospital income and expenditure during the time of budget.

4. The hospital administration role is to plan the outline of the budget according to the goals and policies of the hospital.

5. Prepare budget package for every department in the hospital.

6. They have to develop revenue budget.

7. They have present the final budget to the governing board or board of trustees for their approval.

The key Role in the Department of budget in government level is the department of Economic Affairs under the Ministry of Finance . They play a key role in prepares the Budget by taking consultation with other ministries also.
