Having subnational government make governance more democratic and give representation for all community , race, gender etc. Governance decentralization is necessary to do effective policy making and implementation and thus these policy and program are more and more practical and grounded as people participation more and more.this make governance approach of land to lab not lab to land. Thus this type of governance ensure distributive justice.

But some time subnational government presence is become hurdles for national security, sovereignty as proper coordination between governments not possible and some time it also pose threat to national unity and integrity.

Term limits: it is necessary to stop misuse of power inbthe form of corruption ,nepotism, caste ,dictatorship and make sure proper representation of suitable candidate as time limt will ends tomorrow elect new members.term limits also make government more democratic IIn esch aspect as they (politician)have to be responsible for their work after term limits as election take place.

Disadvantage: Sometimes a longer time is required to implement some type of policies and make their impact visible but due to the time limit, it is ineffective and less effective when the government changes, leading to loss of resources.
