No ,I wouldn't use UV light to sterilize a syringe packaged in a protective film .

Because the protective film is made up of cellulose acetate or polysters which are basically plastics as cellulose acetate is natural plastic and polyester is also a kind of plastic but ultraviolet light is non ionising radiation and it use high wavelength and lower energy and hence lose the ability to penetrate the surface and thus used to sterilize the surface only,also it cannot sterilize plastics as UV light can't penetrate the plastics hence UV light can't be used to sterilize a syringe packaged in a protective film.The plastic material can be sterilized by ionising radiation such as gamma rays and x rays as they can penetrate the plastics and sterilize it .UV light can only sterilize prepacked syringes and not packaged syringe as it cannot penetrate plastics
