The process of implementing an intervention among a particular group should undergo the initial steps of assessment and planning. Once these phases are finished the next phase is implementation of the interventions. Before implementing any program or intervention, the governance structure and evaluation plan should be developed. In order to implement an intervention certain things have to be planned during the planning phase which includes:

• Developing communication strategies.
• Obtaining resources like staff, vendors,equipments.
• Identify the stakeholders who will support the program.
• Establishing data and informatics system who will design the pamphlet.
• Identify the population or the group on which the intervention being applied like in case of substances abuse, the target population will be youngsters.

Implementation phase:

• All the data regarding the substance abuse the has been collected, is sorted and most relevant information is selected for printing. The language of the material should be legitimate and should be simple so that its clearly understood by the population.
• The subject chosen for pamphlet should accomodate the cultural and ethic differences of the people.
• The pamphlet should include the details of youth friendly substances use online resources, substance use resource institutes, treatment service locators, support groups and helplines.
• The pamphlet should be designed in such a way that it should draw peoples attention and interest.
• Once the pamphlet is designed and printed, it should gain permission from the concerned authority regarding release of these pamphlets and distribution among the general population.
• Any social or ethical issue related to the subject matter included within the pamphlet should be corrected before distribution.
• Advertisement about the pamphlet should be done in social medias like facebook,twitter; accompained by distribution of the pamphlets in PHC,CHC, subcentres, schools and colleges and in certains clubs or peer group gatherings.
• Evaluation of the intervention should be done in order to know the strengths and weakness of the program.
