Who shoul be responsible for what happens during a disaster; the individual or the government?

A natural disaster may the result of natural hazards seriously affecting the social and economic concens in the society.It may be earthquaqes, storms as well as the Tsunamies.

All these are due the disturbance in the balance of the natural hormony as well as its resources. It is due to uncontrolled exploitaion of the natural resourses.

In case of natural disaster the government is required to serve like umbrella and provide the reliefs and resque at the affected site.

Government is aspected to provide a prior warning as well asa alarms like in seas.

But at the same time in my opinion its a ethical duty of the every citizen to protect the natural resourses of the nation. there iis need to maintain the harmony with the nation. The overexploitation of the natural resourses should be avoided to avoid the development of such crucial evidences.

Hence in my opinion the individual as well as the government both are responsible for the natural disasters and their effects.
