Indicators measuring finance in TVET colleges
The indicators measuring finance in Technical and Vocational Education and Training colleges can be divided into the ones which are readily available and the ones which are desirable.
Readily available: Amount of Spending on formal TVET
This is calculated as the % of the formal TVET spending in total education spending, by level of education. It is often expressed as Public expenditures and Private expenditures (if available).The data can be sourced from national office of statistics or budget offices of the various ministries in charge of general and vocational education. Actual expenditure is preferable over budgets, but it depends on the availability. The focus should be on spending adequacy and sustainability.
Desirable:
Data not readily available: Total TVET spending per student
This is a better measure as compared to the first indicator as it shows the average level of the financial resources dedicated to TVET per student basis which makes it comparable to other TVETs. It can also pe split on the basis of public and private expenditures and can also be segragated on the basis of program types to make a more detailed analysis.This can again be sourced from national education statistics/Specialized TVET Providers
Data often not available:
Percentage of companies financing apprenticeships and other types of pre-employment training based on the company size. The % of the companies is calculated over a base of total number of registered companies.This can again be segregated by size, industry,etc. the data can be sourced from surveys and administrative data. The informal apprenticeships are not captured in this indicator which underestimates the actual number. This is a good to have stat, but is usually difficult to obtain
