The WIC is a special supplement nutritional program for women, infants & children for healthcare & nutrition of low income population. It is a means tested program specifically directed to poor. Though organized family planning plays a major role in addressing issues of expecting mothers. But WIC addresses the monetary issue of providing nutrition which is essential for pregnant women & children as low income population lacks resources for this.

As in figure 5.4 we can see that contribution of organized family planning in reducing Neonatal mortality rate is 0.084 for whites & 0.526 for blacks. Whereas contribution of WIC in reducing Neonatal mortality rate for whites is 0.425 & for blacks it is significantly higher to 1.330. Thus from this information we come to know that WIC is more effective in reducing Neonatal mortality rate for both blacks & whites.

Contributions differ between blacks and whites on WIC, abortion, and prenatal care due to difference in benefits from healthcare on the margin.
