The curriculum of the public colleges is formed and decided by the state government, board of trustees (consisting of government officials and facilulty) and faculty senates.
The decision of curriculum is done when faculty related with curriculum formation makes suggestions about the course offerings. These offerings keep changing from time to time depending upon the updates needed in the course. There is voting process that the faculty does for the purpose of affiliation of the course and for the legitimation of the degree after the curriculum has been formed by the bodies involved.
The major funding of these public colleges is done by the state government in which the colleges are located.
If some proposal has to be made about public education, it has to be taken to the state government (Department of education).
