Of all crimes sexually based ones are the most heinous, especially against children. The men and women who are responsible of these crimes deserves the worst punishments possible. Thid group of offenders is particularly demonised due to fears they are a highly dangerous, recidivist and predatory class of criminals. They have passed numerous laws allowing for variety of outcomes. These have included the imposition of indefinite sentences, allowing the imposition of supervision or detention orders that can require an offender to be held in custody, possibly indefinitely, creating a system of baseline sentences, and creating a presumption that sentences should be cumulative for sexual offences. While the terms "pedophile" and "child molester" are often used interchangeably, they do not mean the same thing. A pedophile is a person who is attracted to children, but not all people with paedophilia molest children. Many individuals who are attracted to children never act on their attraction, and some seek help in order to keep from harming children. Paedophilia is considerd by some to be one of the most difficult social problems to understand. It is diagnosable as a mental health condition when it causes distress to the affected individual or to someone who is unwilling or unable to consent. Thus, according to this classification, have an attraction to children and not acting on it does not indicate a mental condition. 95% of all known instances of child molestation are committed by people with paedophilia. Other individuals may molest children for the above reasons, out of sexual frustration, or in order to maintain power or exert control. Though nearly all those who molest children have paedophilia, many people with paedophilia will never molest a child, and some work to eliminate their attraction to children through various forms of treatment and therapy. But if already convicted the crime deserves the worst punishment.

Well convicted child molesters should not inform all social partners about their crimes but confess straight to police. It is an offence for those convicted of sexual offence instead the following should also be notified- Head teachers, doctors, youth leaders, sports club manager and others, including landlords, are notified of the existence of a local sex offenders on a confidential basis, but a system of general disclosure is unlikely to happen for e.g., in Britain.
