The overall goal was to make the contracting process more efficient and effective by employing faster or simpler working methods which included the following steps:

1. Using proven contractors with clean past records to reduce risk.

2. Maximum usage of e-commerce.

3. Encouraging the use of government commercial products to satisfy government requirements.
