Their are two type of taxes which is

✓ Indirect taxes ~ such as service tax, entertainment tax, GST etc.it is not directly paid by the individual to the government instead seller collect it on behalf of government

✓ Direct taxes~ Direct are Income tax, property tax etc.

If international students do part time or full time job and his/her income come under the taxable income slab then he/she have to pay tax according to the rule of federal government. And every one have to pay Indirect taxes.

In US IRS collect Direct tax and in different countries each federal government have their own department who collect Direct tax.
