Case 14.1 The LOGON Project
Top management of the Iron Butterfl y Company
(IBC) has decided to adopt a project-management
form of organization for the LOGON project. As
a consultant to top management, you have been
given two tasks to help implement this. First, you
must develop a project management policy statement
and a project manager job description. Your
policy statement should defi ne the project manager’s
role with respect to other functional managers,
as well as clarify the role of functional managers in
the project. Your job description must defi ne the
specifi c responsibilities and legal authority of the
project manager. You should consider the reactions
of functional managers to the policy statement
and job description, and how best to get their
“buy in.” How can you give the project manager
suffi cient authority to manage the LOGON project
without usurping the authority of other managers
who must give their support? You should also
suggest to top management what forms of evaluation
can be used as incentives for team members
to work together toward project goals. Remember,
the functional departments are also currently
involved in their own work and work in other
project activities.
Your second task is to specify and document
the qualifi cations for the position of LOGON project
manager. After considering the nature of the
project (technical scope, risks, complexity, etc.) as
described in Case 13.1 in Chapter 13, prepare a list
of qualifi cations—general background and experience,
personality characteristics, managerial,
technical, and interpersonal skills—for screening
candidates and making the fi nal selection. IBC has
some employees who have worked as project coordinators
and expediters, but no one with experience
as a pure project or matrix manager. Consider
the assumptions and pros and cons of selecting a
functional manager or technical specialist from
inside IBC, or an experienced project manager
from an outside the company. A contract has been
signed, and LOGON is to begin in 4 months.

1. Purpose and scope: the aim of the project management is to better monitoring and managing of projects. As this creates a dedicated and highly functional team, dedicated fully for project and project is very well taken care of making it very effective form of Organization structure.
2. Aims and objectives: project management will enable high quality output and clearly describes all the necessary steps of acquiring raw material, assets, controlling process, evaluate and resolving issues with regards tot project in an efficient way.
3. management structure: management structures makes sure the functional managers like HR manager, finance manager, production manager performs their tasks well within the department limits. So that project manager gets in all the resource from other department. Whereas functional managers aren’t allowed to get into functioning of project mangers work and neither project manager is allowed to get into functioning of other departments. All the project related activities are to be reported to project manager and the necessary actions are decided by the project manager only.

1. Must state and clearly articulate of project’s scope and objectives
2. Evaluate and prepare a report the required resources such as Human resources, inventory, finances etc.
3. Must do the budgeting and the required steps to be able to go as per budget.
4. Create project schedule and related to work plan of each and every team in detail and make sure teams follow.
5. Documentation of the project related work and periodically present it to management.
6. Opting for the best possible approaches, techniques and strategies to improve efficiency.
7. Management of all the contractors, vendors, suppliers and the contracts related to it.
8. Keep a check on work and any deviations and taking proper steps to take control over it.
9. Focusing on continuous improvement and best ways to do a job.
Task 2: qualifications for the position of LOGON project manager.
· Has minimum of graduation in project management or business management.
· Well trained in project management and has minimum of 5 years of experience.
· Ability to work on his own and solve the issues arising independently with critical decision making.
· Is resourceful, has good analytical skills and ability to complete the project completely in given time period.
· Excellent interpersonal skills.
· To be bale to ensure all interest groups are managed effectively.
· To ensure optimum Organization of resources in efficient project management. (time, human resources, inventory, money etc.)
· Document and report to the superior team about the progress and problems of the project and required measures to be taken.
· All the potential risks are articulated well and measures to control and treat are also established.
· Clear, transparent and honest accounts maintained.
· Once the project is completed, to ensure the proper closure and post project analysis.
