Unser the Administrative Procedures Act, regulatory agencies like FAA and TSA have rights to enforce protocols through administrative laws where judicial and executive powers are granted and subsequently rules are formed through public consultation and approval by board members of the governing committe and final laws are passed by House of Representative and the Senate.
Any violations of the regulations is subject to strict penalty or action as described in the regulation framework. A violator can respond to warnings by signing writ petition or filing case in the Supreme Court or any other higher administration body or simply comply to aforementioned rules and regulations.
The fine and levies are calculated based on gravity and intensity of the breach of law and its subsequent detail from case to case basis using calibrated approach from senior members and legal counsel as well as Solicitor Generals.
