Development control is the process of implementing planning regulations on current development: considering proposed developments against the objective of the area to decide whether each is appropriate. It includes:
*Subdivision Assessment
*Development Assessment
*Master Planning.
The main points in the definition of planning are as follows (i) Planning is deciding in advance what to do and how to do. (ii) It is one of the basic managerial functions. (iii) Planning involves setting objectives and developing an appropriate course of action to achieve these objectives.

A vision is a practical guide for creating plans, setting goals and objectives, making decisions, and coordinating and evaluating the work on any project, large or small. A vision helps keep organizations and groups focused and together, especially with complex projects and in stressful times.
