What is the difference between harassment and bullying? Would an organization's policies addressing them be substantially different? Why?

Yes, an organization's policies addressing them would be substantially different and the reason provided below:
1. In case of harassment there are laws which an organization needs to follow, any harassment case has to go through laws like equality act, labor laws etc. But in case of bullying the organization has to take a call depending on its seriousness.
2. According to legal perspective it is importance that the organization understands the difference between bullying and harassment and then put workplace policies in place, consequences for both would be different.
