What is the most likely cause for the high GRR?

Gage R&R helps us in analyzing the measuring equipment's accuracy to make decisions bout its reliability and repeatability. If Gage R&R is higher than 30% it means that the measuring system is not accurate and needs improvement.
In the given question the gage R&R is 50% which is extremely high. This high Gage R&R can be attributed to the crude measuring system of the company. The company uses a tape measure for the measurement of the circumference of the soccer ball. This makes the error because of tape measure and error because of human interference. Hence, this is why the gage R&R is as high as 50%.
In order to reduce this high gage R&R, we must introduce a machine-based measuring system that is automated up to a certain degree to avoid excessive human interference which is the main reason for high gage R&R. By eliminating human interference in measuring systems and automating the measuring system using machine-based measuring systems we can drastically reduce the gage R&R and improve the accuracy of the measurement systems.
