Measures should be taken to ensure that bureaucratic agencies aren't captured.
Bureaucratic agencies are said to be captured if the following things happens:
No.1) the structure of the organization has been changed – this gives access to anyone (staffs, legislators, external parties, etc.) influencing on bureaucratic activities.
No.2) lobbying (interest) groups influence on policies – suppose a monetary policy is taken by the agency that favours only big companies.
No.3) the wish of the president is in favour of bureaucratic capturing – this could be noted through president’ s speech.
Flowing measures should be taken in order to control the above:
No.1) Congressional act: Legislators can check whether there is any bureaucratic drift or the chance of anything like that. Since legislators have power, there may be the direct interference.
No.2) Administrative act: the judicial system of the country must play a huge role, since they can ask directly to the bureaucratic agency why there is delay in implementing rule, or the fairness of the rule.
No.3) Executive act: the president himself can go for checking whether there is any bureaucratic drift. He can give executive orders to the respective departments.
