• identifying and engaging stakeholder- approach to every physician, lab, stakeholders is the first step by conversion team so that by consulting them they can make a proper plan and start following it
• budget - master budget needed before any implemantation of plan on the basis of rough layout. budget include not only purchasing of equipement but also training of staff member
• scop proper articulation of objective and scope needed and also mention what are the activities out side the scope of the project.
