Back at Attaway Airlines, the morning meeting ended with no agreement between Dan Esposito and Molly Kinnon. In fact, a new issue arose. Molly now says that the new accounting system is entitled to the highest priority because the federal government soon will require the reporting of certain types of company-paid health insurance premiums. Because the current system will not handle this report, she insists that the entire accounting system is a nondiscretionary project. As you might expect, Dan is upset. Can part of a project be nondiscretionary? What issues need to be discussed? The committee meets again tomorrow, and the members will look to you, as the IT director, for guidance.

• For the above scenario in case of the nondiscretionary part in the project if I am to talk to the committee then I will tell them that in case of such systems the part of the project can obviously become nondiscretionary.
• As it is mentioned that the project will be a part of the federal government then they will implement in these type of projects. It will also become important as we are talking about the required reports of certain type of company-paid health insurance premiums.
• I prefer that Dan should be cleared coming up with the idea that nondiscretionary projects are nothing but the choices in the matter that the discussion of the federal law is being required by the federal government.
• The issues that we must be able to raise in the discussions are:
  • We must know that under whose discretion would be the nondiscretionary part of the project usable by the users and what are the conditions that the user need to fulfill in order to use that part of the project.
  • Also, we must let the whole legal requirements of the federal government out in the open so that the management would be able to decide what is to be done in this case and how to manage or tackle such conditions.

Hence, these are the things that the nondiscretionary part of the project must be covered with.
