Yes, I believe that information systems to fight terrorism should be developed and used even if they infringe on privacy rights or violate the Privacy Act and other such statutes due to the following reasons:
(i) Various social media platforms violate the privacy acts in several ways. Often, we can see someone's location or personal updates which does not benefit the people or the society. Still nobody raises any concern about those things. So, maybe it is time that we use it for a greater good.
(ii) The best way to fight terrorism is to prevent it. There are many camps where children are trained for this kind of activities. If these children were sent to school and were raised properly, then they would never end up like that. So, using surveillance system they can be rescued to be feed and educated properly.
(iii) The key requirement for catching a terrorist is tracking the live location. Information systems can be very helpful for this purpose.
(iv) Information systems can also be used to track illegal transactions, smuggling of weapons, etc. which is very useful in fighting terrorism.
