ROAMEF framework, (Rationale, Objectives, Appraisal, Monitoring, Evaluation, Feedback cycle) helps the public policy makers and private delivery of goods and services. It helps the policy makers rationalize whether to go ahead with the policy in consultation with all the stakeholders. They then form the objectives for the programme and measuring the benefits of the various options available. The next step is implementing and monitoring how well it’s executed thus taking it to the evaluation phase and from there the feedback cycle begins. This is a cyclic framework thus gets to point one, rationalization.

The appraisal phase is very important because choosing the best out of number of other options is really tough as it would take one back to think whether they had chosen the right thing or not. So, appraisal process will provide the policy makers to dig deep into the process, benefit and the feasibility of implementing the chosen policy.
