faster the magnet is moved the faster the galvanometer deflects. Due to sudden, fast movement, there is suddent increase in flux, hence sudden emf.

When there is no change in magnetic field, then there is no flux or change in flux. When there is no change in flux, no induced emf will set up and hence no induced current.
