During the preparations of a budget, administrators and the elected body officials have to take into considerations a lot of points. Such points can be related to socio-economic reforms, international market conditions, local market conditions, world economy, exchange policies etc.

Also, they face a lot of fiscal and political constratints during the process. This is because a budget has to be approved by the ministry. It passes through a lot of process.

There are five key steps in the federal budget process:

  1. The President submits a budget request to Congress
  2. The House and Senate pass budget resolutions
  3. House and Senate Appropriations subcommittees "markup" appropriations bills
  4. The House and Senate vote on appropriations bills and reconcile differences
  5. The President signs each appropriations bill and the budget becomes law.

So, it passes through a lot of political pressures before being approved. So, the final budget it not really a true budget.
