The work of actual protection has of course to be done by
people, individuals. However, like every other area of life where
one individual can threaten the health or well-being of other
individuals, we in civilised society require laws to protect the
many from the potential acts of the few.
It is clear that government must create laws to protect the
common good, and that includes environment protection.
Past examples of beneficial government intervention include the
banning of lead in gasoline. The control of asbestos as a building
material. The national parks system, the regulation of pollution of
