The Coulomb force constant is 1/(4??0)=8.99×109 N⋅m2/C21/(4πϵ0)=8.99×109 N⋅m2/C2.
As q1 is negative charge, electric field due to q1 at origin is along +Y direction and as q2 is positive charge, electric field due to q2 is directed toward BO vector as shown in the figure.
