According to U.S. Department of Treasury as of June 2019, Foreign countries held a total of 6.636 trillion US Dollars in U.S, Treasury securities of which 3.856 Trillion USD were in T-bonds and notes. Total National debt was 21.58 trillion $ in 2018 and rose to 22.03 trillion USD as of June 2019. So proportion of T-bonds and notes held by foreign government = 3.856/22.03=17.503%
