Project:
Project is a series of activities by an individual or by an organization that has to be followed to get a specific goal. A project is a series of inputs and outputs to achieve a specific goal. All the tasks have to be completed that is included in the project to achieve the specific goals. The project manager or individual needs to understand the problems and find a solution that would be completed by following various steps to achieve an organizational objective. The project is a combination of pre-specified beginning and end.
Characteristic of a Project:
There is some characteristic of a project to identify any series of tasks to be a project. These are discussed as per below:
a. Temporary Nature: A project is a temporary that has a beginning and an end. It has its own time frame. There would be specific tasks and steps that need to be followed to achieve specified outputs. Specific resources, money, and time would be put together to achieve organizational goals.
b. Definitive Purpose with the specific result: A project has a definitive purpose with certain tasks and would have a required result.
c. Uniqueness: A project will be unique and no two projects will be the same. A project is a one-time and would never be repeated with the same tasks and steps.
d. Cross organizational lines: A project can cross across the organizational line and would seek advice and guidance from the professional, experts from other departments, or could be required from other organizations.
e. Unfamiliarity: The tasks and steps defined in the project are unfamiliar and had not used before so it might have problems and issues in solving them, due to that the project would have uncertainty and risk involved in all steps.
f. The project has something to stake: The project follows unique tasks and steps that were not used before by the organization that needs organization to put something on stake and have an advance feeling that it could be failed also.
g. Predefined Budget: The project has its own predefined budget that has to be completed within that budget. The budget would be allocated after considering plans and processes and would be based on the understanding by the project manager. Yes, it may be completed underbudget or overbudget but every project will have a specific budget.

The International Olympic Committee (IOC) has announced the dates of the Japan Olympic 2021 that was supposed to be held between 24 July to 9 August 2020, but now the rescheduled dates are August 24 to 5 September 2021.
Yes, the Japan Olympic 2021 would be considered as a project that is fulfilled all the characteristics of a project. It has a specific goal to achieve to bring countries to come together and play different games and improve the relationship between countries. It is an international competition that is conducted by the International Olympic Committee (IOC) that arranges various summer or winter sports in which athletes from around the world take parts with game sprits. It is one of the biggest sports events in the world that is held every 4 years and has a specific time duration to finish.
Japan is officially spending USD 12 billion on the arranging Olympic budget and due to the delay from 2020 to 2021, it is estimated that it will cost more USD 6 billion to arrange Japan Olympic.
Each and every Olympic has its unique nature and processes with a different location every time. The country that is arranging Olympics would have different plans and procedures to arrange it effectively to attract more viewers and audiences around the world.
Japan is the country that is conducting the next Olympic games but it has no prior experience. Each and every process is new for Japan and it will have to take guidance and advice from other countries who had successfully arranged the Olympic in the past.
So as per these points discussed in the above paragraphs, we can say that Japan Olympic could be considered as a Project as it follows all the characteristics of a project.
