According to conflict theory proposed by Karl Marx, the society is under constant struggle for the limited resources and that social order is maintained by domination and power and not by consensus and agreement. The bourgeoisie who own the production tries to oppress the proletariat who is the working class. Most of the social institutions such as the government, companies, schools etc. are controlled by the bourgeoisie.

Proletariat – There is a minimum income with which one could live a comfortable life in the society with dignity. Bourgeoisie earn a huge sum of money by using our labor but they are not in a position to share it with us. They have all the facilities and live in a peaceful place. They oppress us using the power that they gained using the money they earned with the help of our labor. We are struggling hard make both the ends meet while they make merry and lead a luxurious life. So, we need 15 dollars an hour to lead better lives.       

Bourgeoisie – We have put enormous amount of investment and we have paid for all the production expenses. You are not worth 15 dollars because that’s way too much of asking. If you start earning 15 dollars an hour you will become richer than us and you won’t like to work for us. We won’t have any difference. So, we are going to enact a law that wouldn’t change the minimum wage. If you agitate, we will use the law enforcement agencies to control you because we are in power or we will look for someone else in place of you because there are plenty who are ready to work for the current minimum wage.
