List and elaborate on three reasons Long term care regulations that were introduced. Were the reasons political? Were the reasons justifiable? If so why? In simple terms consumerism is the main reason for this boom in long term services. People are more aware of their conditions and demand more medical attention to improve the quality of their life, but on the other hand medical care system is also providing several facilities in order to attract them by providing incentives, reimbursement facilities etc.
Long term services emerged from the last century when the country took responsibility in taking care of elderly and other patients. The long-term care, reflecting differences in their health and functional status, variations in individual and family preferences and values, economic circumstances, and geographic location. Transitions in care occur not only because of changing care needs, but also because of changing family or financial circumstances and changing options or preferences for care. This was enabled when funds were provided in order to treat them or provide funds to enable them to lead a quality life.
However not only this demand competition with other countries will also affect the health care system which will lead to revision of their delivery system. At present they are already being compared with countries like UK which prioritize health in the development aspect. So, in the long run US can be forced to make decisions in providing such care to the population like elderly, disabled and ones with chronic conditions.
Affordable Care Act Long term care:
The affordable care act was enacted to increase the quality and affordability of health insurance, lower the uninsured rate by expanding public and private insurance coverage, and reduce the costs of healthcare for individuals and the government.
Long-term care matters to many Americans of all ages and affects spending by public programs
The Community living assistance services and supports act also known as CLASS act is created under the federal law to provide a long term insurance to the employees. It was created as title VIII of Patient Protection and Affordable Care Act. It was made to provide an option of long term insurance allowing elderly and disabled to spend a middle class life being at their homes.
The main reasons to implementation of this act were:
- Opting out of the plan was voluntary. An employee could just check out from the plan when they wished to which effected the plan consistency.
- High premium amounts would be a necessity. For the long term home care facility the payout would have to be high. For that high amount of premiums would be set for payment in service which would force employees to opt out from it.
- It was not attractive for all employees- only the employees who felt they will be unwell in their old age and would require such insurance felt the necessity to take it. It wasn’t being commonly accepted by all which made its implementation very impractical.
