Since this is a subjective question, I personally feel that these reforms will benefit more to the larger corporations than the samll and mid sized business owners. The immediate expensing tax reform will immensely benefit the larger corporations and have huge impact on deductions as they are the ones usually spending huge sums, in billions, on procuring assets and are on an always expanding mode.
No doubt, these reforms will also have an impact on the operations of the small and mid sized business owners but they usually aren't buyers of assets on a regular basis or they usually purchase assets only when they need i.e. once in a couple of years and only then they shall be eligible for such deductions.
So to conclude, these special reforms will have a larger impact on larger corporations than on smaller and medium sized corporations.
