Born into slavery in Maryland in the 1800s, Frederick Douglass became the first African-American citizen to hold a high position in the United States. Governance. When Douglass was sold, Douglass was taught the alphabet by his owner's wife, despite the ban on teaching slaves to read and write. The ability to read Douglass refined his political views and ideology of human rights, and gave him the impetus to do something about it.

Under the compromise of 1850 new territories and states could vote on if they were to become a free state (non-legal slavery) or a slave state (legal slavery) that overturned previous laws setting a boundary north of which slavery was illegal.

Popular sovereignty made it a real possibility to turn all of the United States into a legal nation of slavery. Popular sovereignty laid a legal basis for slavery.
