Develop an argument that explains whether the federal bureaucracy operates with sufficient checks and balances or whether it has too much discretionary authority to be a fully democratic element of government.
Defensible thesis statement/
The Federal bureaucracy is the unelected administrative body in the executive branch.It is regarded as the backbone of the government of US.It has departments, commisions and agencies.The Federal bureaucracy is responsible for performing three important work in the government--implementation , administration and regulation.The bureaucracy has administrative discretion in implementation .Discretionary authority means to choose different action and make policies that were not made before by law.The Federal bureaucracy has a lot of independence in carrying out executive orders and laws.After the signing of the bill into law by the Federal government or after the issuing of executive order,the Federal bureaucracy implements the policy. It is possible that the laws and how they should be implemented may not be clear and so the Federal bureaucracy has the discretion to decide what actions should be taken during the implementation of the laws. The Federal bureaucracy also has the discretion to make rules and regulations on the operation of government programs.So the power of the Federal bureaucracy gets enhanced due ot its discretionary authority.
