Newton's Third Law is known as or Third law of motion's statement says, ''When one body exerts a force on a second body, the second body simultaneously exerts a force equal in magnitude and opposite in direction on the first body. ''

or you may say '' For every action, there is an equal and opposite reaction''.

This law simply tells us about force and its action and opposite action during the interaction.

As the second statement '' For every action, there is an equal and opposite reaction'' is very famous philosophically. People use it for many situations of conflict. When someone's action leads to another person's reaction. which is maybe or may not be correct according to situations.

But as far as we talk about the science behind the law is o need to use philosophy, it simply tells the force and opposite force when two or many bodies interact. e.g. gravitational force, the force between two changes, friction, normal force etc.

The specific answer to your question in my best knowledge is 'NO' . no, there no 3rd-newton law of motion regarding traffic light although there are problems regarding traffic light suspension which can be solved using third law like any other problem.
