The countries that surprise me for not having publicly available cybersecurity strategies are:

Lebanon
Maldives
Liechtenstein

These three countries are well developed technologically and also they have excellent infrastructure. It is very strange that they have not given importance to the cybersecurity strategies. They have just started initiating a program to support the cybersecurity strategy. According to me these three countries should have already been committed to the cybersecurity strategies like other developed and developing countries across the globe. as People even consider Maldives and Liechtenstein as safe investment options and they deposit money in the banks of these two countries. So they should give importance to cybersecurity in order to safeguard the information of the people of the country and also the people who are willing to invest in their countries. Lebanon is technologically advanced and people are educated. So it is very surprising that they have not realized the importance of the cybersecurity strategy yet.
