Let us have a look at the Current model for
universities .The cost of giving education in the country of south
Africa is about R 50 billion when see annually .The south Africa is
a subscriber of funding kind of a framework in which there is
sharing of cost with the beneficiaries like the government and the
student.
Also if we look at the state contribution towards the
education of universities, we will see the declination from about
forty nine percent of the century to about forty percent since the
year 2012. Meanwhile the pressure on the students has drastically
increased from twenty four percent to thirty one percent in the
same period of time that is since 2012. Therefore every year there
is a protest of students who demand free education or subsidies
tuition fees or a cap on their fees or fee waivers etc. The reports
by the South Africa ministry who had the committee which review the
university funding plans do not recommend the subsidies in the
fees. Also if we have a look at the fees hike, in South Africa from
the year 2010 to 2012, there are 23 govt. universities have an
increment of about R 12.2 billion to R 15. 5 billion in the tuition
fess which is a big and serious issues for the students there. The
debt on the student is also increasing from 2.6 R billion to 3.4 R
billion facing an increase of revenue fall in the
universities.
Now for theFuture funding of higher
education in the South Africa. The NDP which is National
Development plan has shown a requirement in the higher education
level sector to make the increment in the enrolment level every
year from about 950,000 to 1.6 million by the year 2030 since 2010.
Because until the cost of higher education does not reduce as ways
are being found out , then funding is require with increased annual
enrolment .The country like South Africa has 0. 75 % of its
spending of the gross domestic product (GDP) while comparatively
Germany spends GDP of 1.1 % .So the Govt. must increase its
spending level of higher education in the south Africa .It the
spending is increased to 2 % of the GDP it will lessen the burden
of student on funding their own higher education
