Covid19 has caused human loss as well as capital losses and if government looks to minimise either of them the other one gets compromised and causing heavy losses.

Social dilemma is caused because social life has become cumbersome and to make it normal can have widespread cases which will cause social harm. Even if people ar enot allowed to go out and maintain social distances the economic loss due to non operation will be high causing poverty and unemployment either ways.

The only way is to maintain lockdowns and gradually opening through partial lockdown and meanwhile ramping up vaccination trials to mitigate the risks.

The entire situation is game form :

(1,0)= Human Life Gain, Economic loss

(0,1)= Human life loss, Economics gain

(0,0)= Human life loss, economic loss

(1,1)= Human life gain, economic gain.

Thus nash equilibrium is achieved at (1,1).
