The issue of homelessness is relevant to both Microeconomics, Econ 10 B, and Macroeconomics, Econ 10 A. In Micro we discuss at great length the market for rental housing: supply, demand, price and quantity. Many families in America BECOME homeless as a direct result of “free market” forces: their rent rises beyond their ability to pay. In Macro, we discuss the national picture: the millions of jobs involved on a national scale in the construction and sale of residential units: homes, condos, apartments, and ADUs (accessory dwelling units). The San Jose Mercury News reported on June 17 that the city of San Jose is dismantling a temporary homeless site after spending more than $1.3 million repairing dozens of dilapidated state-owned trailers. The article states that “nearly 6,200 people in San Jose don’t have a place to call home and county health officials believe that at least 2,500 of them are at high risk of infection.” Some experts believe the total is much higher than that. San Jose has announced plans to build hundreds of ‘dorm-style’ modular and prefab housing units to serve its homeless population on three locations in the city: A site at Monterey and Bernal roads, a second at Evans Lane, and a third at Rue Ferrari and Highway 101. In EACH AND EVERY CASE, opposition from neighbors has been INTENSE. ‘NOT IN MY BACKYARD!” The city of San Francisco had been spending over $300 million PER YEAR (before March, 2020) to house homeless people and provide other services. Yet, the number of homeless keeps rising. Given the incredible drop in tax revenue---hotel taxes, sales taxes on restaurant meals-----since March, 2020, it is almost impossible to imagine that level of funding staying level. San Francisco has suffered a greater drop in tax revenue than San Jose or Oakland. Obviously, it is not a contest. So, here goes: Question 1. In early March, 2020, our state government announced tentative plans to move homeless people in to college dorm rooms. A. In your opinion, is this idea a good idea? Or a bad idea? Why? B. Would you make this program voluntary for homeless people? Or mandatory? Why? C. How vigorously would you enforce this program? Why? D. What penalties, if any, would you impose on homeless people for non-compliance? Why? E. In theory, what could ‘go wrong’ with the enforcement of this program? What other support services do homeless people require, in addition to housing? F. Moving homeless people into hotel rooms, (combined with support services), which our state has done on an unprecedented level, may be a better idea than moving them into college dorms. Why? G. In your opinion, what more should we be doing as a society to address this issue? Why?

A issue was arise in America which ids relevant to bother macro and micro economic. The rise in rent beyond the abilities of people to pay resulted in the increased number of homeless people in country. In micro supply , demand , price and quantity will change great extend. And in macro result of the free market forces increased the homeless people. Even though Government spending $3.6 million to provide shelter for poor per year there is no decrease in the homeless people is found .

1) The state government in early march 2020 has announced tentative plans to move homeless people to college dorm rooms. In my my opinion it is a good decision to provide a shelter for homeless people. In developed country it is basic needs of human such as food , shelter , Education should be satisfied. Shelter is considered to a basic need for people. Most of the people become homeless in America under the issue of rising rents for home or ultimately the free market forces. The case was reported by san Jose Mercury news as that the city is dismantling a temporary homeless site after spending more than $1.3 million repairing dozens of dilapidated state owned trailers. It is a serious issue that increasing number of homeless people due to the inability to satisfy the rising rent in a developed county like America .

A. Here comes the plan made by the state government to provide necessary shelter to  those people who were the victims of free market forces. Its id definitely a good idea that is suggested by government as this much people can be move to a shelter under government. It was surely become useful to many families. And it is definitely a responsibility of Government to take control over market forces or here atleast the people affected by the same. It cannot be solve the issue under short period by any other options .

B. But the plan should be executed voluntary basis in my personal opinion. Because the plan may affect many other people working at different sectors, or entrepreneurs . So it may create other political issues or give rise to any kind of protest from the society . So the decisions must be taken clearly and voluntarily as people can do the social service. When the decision executed mandatory may give rise to protest rather than benefits of the society.

C. I will enforce this program as soon as i possible as it is a important social issue. I will definitely make use of all the resource available to achieve the target objective. The issue should be considered as a basic necessity an the action should be fast as possible. Even though it has spending $300 million per year the rising number of homeless people is a great issue. The rehabilitation of homeless people to college dorms is very Difficult task which should be done proper and utmost care. Thus the task will be completed in timely by using the complete efficiency of state government .

D. The state government try to convince those homeless people about the law and orders passed by the government with regard to the current situation. In the case of any default the state will order for state of a penalty of 5000 and above for the misconduct.It is the responsibility of every individual to stand for the well being of a country.if otherwise, By analyzing the ignominy created by the  issue of increasing homeless we can modify the penalty. It is ia serious issue as the number of serious people increasing to a large number, so it must be decrease by any method . so it a homeless of every resident of state to try for the same . So it can considered as a primary duty for the state . So the misconduct of issue cannot be easily neglected without any penalty.

E. The enforcement of the program may give rise to many other social issues. Limited availability of infrastructure facilities, protest from the near resident people, college student and other managing authorities of colleges may arise . Problems regarding the unavailability of fund for maintenance of homeless people are also the other issues that may arise .

We must consider other several requirements are needed for the people. Food , Education facilities, basic amenities , clothing, are the basic needs the people must be provided with. So the government must take proper initiatives to provide all these basic needs of the people. As it is college dorms are used to rehabilitate people proper care for adults and patients suffering from various diseases and small kids should be given. various treatment should be given to these sections. The government them according to the needs and requirements of this homeless ones. Also give attention to those weak sections. Medical check up should be done for need ones regularly.  

F. Yes, it is definitely a good idea to move homeless people to hotel rooms which our state has done on an unprecedented level than moving them to college dorms. Because college dorms have less facility to accommodate huge amount of people for a long period. It is only good idea when it was done for a short time. Spreading of disease in dorms will be faster than in hotel rooms. It cannot be give proper care for adults in dorms. It may arise other social issues by other people of society. When the people is moved to rooms made by government may not arise as much problems created by the previous suggestion. There will many other service societies , clubs or religions come up to provide their own buildings for the plan. So it can be make use to reduce problems and to provide better care by different sectors of society other than government. It will surely better than providing college dorms. better care from every levels of society can only mange the situation well.

G. For addressing this type of a serious issue more care should be taken . preparation for the implementation of the plan should be done with the support of political parties and other service clubs. The suggestions and helps of different fields such as industrial, medical, food production, etc should be sleeked. The issue should be addressed as a social responsibility of every people to take care of this rehabilitated people to get them more satisfied. Opinions and suggestions from the experts of every field should be considered. Than plan should be fairly executed as a trial and the positives and negatives of the decision should evaluated properly. B etter study can be carried out on the plan. After the trial and study on the suggested plan modifications can be done by the result of both.
