The main reasons that changes made during the Civil Rights Movement of the 1950s and 1960s not eliminated the income and educational gaps between groups are as follows:

• Many families of color still reside in lower income areas. The schools in these areas are more likely to have less qualified teachers therefore providing an unequal education.
• Standardized testing has also helped to maintain the educational gap between groups. Because many of the students in these urban schools are failing the standardized tests, they are limited on the resources they receive. Many are placed into special education programs rather than being provided the skills and knowledge to increase their test scores.
• Curriculum has maintained its mostly exclusive representation of the dominant group.
• Students have continued to have to fight for equal opportunity in education and society.
• They often do not have access to advanced classes or even to competent teachers.
• The schools continue to be underfunded and students still have to make decisions between continuing education or getting a job.
