Countries which have not been able to generate sufficient employment opportunities are those which have not been able to increase the overall skills of the people that live in the country. Skill development on the contrary requires active participation by the government in helping create an environment wherein education is given prime importance to.
In the case, of Latin America, the average growth rate has been extremely low at 1-4% and this has large implications for the countries. Economies wherein growth rates are so low have bureaucratic issues and the governments fail to create long term employment opportunities which increases the social and economic divide between people.
