Answer-

The Constitution gives Congress the power to create a uniform rule of naturalization. The Judicial branch takes a leading role in determining the allocation of the immigration power between the three branches of the government.

The "plenary power" which is the absolute power over immigration is given to the Congress and Executive by the Court. The Congress is also allowed by the court to delegate its immigration authority to the Executive branch. Congress has now given most of its plenary power over immigration in sweeping grants of power to the executive. Today, the Executive branch enjoys expansive power over immigration as compared to the other branches. The ever-evolving doctrines of the US Supreme Court, and the Congress's dysfunction, has left the immigration power firmly in the hands of Executive.
