Hi, I would love to answer you with this question. I hope you will get a clear idea related to the same. So not wasting much time let's finish the answer.

System Sustainment: The term system sustainment refers to the process for maintaining the operation of an existing system and making it clear that the intended purpose of the system is been completed and fulfilled. This process in the system development also consists of upgrading the newer versions and fixing bugs and errors in the system.

Why this phase costs the most?

This phase in the system development costs the most among the other phases as development, planning etc. due to the reason that according to the newer requirements that comes day by day the system needs to be updated and this needs the resources again and again resulting in the cost increament. There may be some unidentified bugs and errors which may be left behind and needed to be fixed so as making the quality software or program, as many adversaries may use those unpatched bugs and errors for their advantages so the software/system needs to be maintained regularly so as it may also not get outdated and the other system may overcome it.

This is the system sustainment and why it costs the most in the system development.

I hope you were able to understand the full answer in a clear manner.
