The superiitendent acted ethically on moral grounds where she genuinely needed to help a student in need, who would have had severe consequences, had he /she been not treated. Though the superintendent violated the law, the moral act of getting the person treated weighs more than the breach.
The negative point which goes against the act of superintendent is that she broke a law, acted fraudulantly to get money from the insurance company, violated the protocol and therefore set a bad example for everyone and made the employer also liable ( if her insuance is a group insurance provided by her employer), which can not be termed ethical in any manner.
If I have to make an independent comment, I would put morality above the ethics. However, more rational decision can be reached to after knowing more about the situation.
