Ans. Mass (public education movement was started by Horace Mann an American educational reformer. Who promoted the public schools which were run on the taxes of the people of that country.
The basic motive or the reason for this education movement started in the 19th century was only to educate the mass population which entailed 19% of children. And according to Horace if we educate this 19 % of our population then a country can have an educated workforce, which is essential for the development and welfare of the country.
Therefore the 3 motives are explained below:
1. To bring an upward shift in an individual's social and economic status:
During those times children went to common schools from the age of six to 14 and that too was dependent on, if they are free from working on the farm and other agricultural responsibilities. young men worked hard and after attaining a degree in colleges they would get a prope job in the urban sector rather than working in the fields. This brought an upward shift in their social and economical structure of families.
2. To make the workforce skilled - As many were pushed to join the mass education movement , there was no stone unturned by Horace to see to it that all the children get the basic elementary education as their right. as and when the children became educated the workforce produced by the country became skilled workers.
3. To make the country walk on the path of a developing nation- The image that revolutionary educationist Horace Mann had in his mind was to bring his country to be one of the developed nations in the country. therefore to kindle this vision that he had in his mind, the first step was to baby steps with regards to the mass education of the population in his country.
