Explain the Windows Recovery Environment. How is it used?

Windows Recovery Environment ( Windows RE ) is a recovery software or platform inside window pre installation Environment ( Window PE ). Whenever a computer or an operating system fails to boot or start properly Windows automatically goes into this environment, and runs the start up repair tool which diagnosis and analyses and repair the unbootable operating system. Windows RE is the base for several other manual recovery tools or software for manual system recovery.
In some case the Windows RE start up repair might work as expected if some major important files are lost or damaged then the recovery must be done using back restoration image file which is taken as back up by user and this process is called as Image-based Recovery from Windows RE.
Windows RE is built form Windows PE (Pre-installation Environment) which is a small Win32 OS with limited tools and services.
Typically every time at the start of boot of windows OS a flag is set or checked to indicate the boot process and when the logon screen appears this flag is cleared in case of a proper working boot process if there is any failure in boot process this flag is not cleared hence on the restart or next start up windows identifies this flag and understands that there was a failure in boot and automatically falls into Windows RE which provides many services both automatic and manual to recover the boot process from failures typically in Windows RE command line commands are used to check disks for failures and repair them if necessary these failures might be disk corruption or loss of files in disks, at first windows starts up automatic start up repair tool to repair the boot process if it fails then the user need to manually recover the system using a recovery image which was taken as a backup.
